Unable to use flags in Outlook 2003

I am unable to use flags in Outlook 2003 on one of my systems. I am able to
use this feature on my desktop and also on my Acer Tablet. I do not
understand why the feature is not working on my Gateway M275 Tablet.

The desktop and M275 Tablet are using the same accounts in Outlook 2003 HTTP
I am mystified as to why the feature works on another system with the same
account.
