Unable to unlock taskbar

I had a problem with my user account because I had to remove the
computer from the domain and rejoin it. Now my taskbar is locked and
will not unlock. When I tried to run gpedit.msc I get a dialog box
that says I don't have permission nto perform this operation and access
is denied. How can I restore my taskbar and quickstart to how they were
before I had problems?
