Unable to uninstall Norton Antivirus

My Norton license is expiring and I want to replace this antivirus with a
different brand. When I try to uninstall it, a window pops up saying that
there is another installation in progress and that I cannot unistall the
program until it is finished. I am not installing any other program, and the
same window appears regardless of the program I try to install. Is there a
way to stop this?

there are some removal tools on the Norton web pages I have used on my pc in
a similar situation
