Unable to start messenger service on 2000 Server

Get the following error:
Could not start the Messenge service on Local Computer. The service did not
return an error. This could be an internal Windows error or an internal
service error.

If at a cmd prompt I enter net start messenger, it tells me the requested
service has already been startede (but it isn't!) If I enter net stop
messenger it tells me the messenger service is not started!

If your startup type is set to disabled, you will experience these types of
behaviors.

If you can't use the GUI to fix it, try tip 324 in the 'Tips & Tricks' at
http://www.jsiinc.com to set the Start value to 2 and restart your computer.
