unable to start in safe mode (xp home)

I've tried holding down F8 while restarting - from the time
I click restart until the machine fully boots up, only
after it begins starting up, only while shutting down - but
I'm not getting a startup options menu. I'm not having
problems with my machine, I just need access to the
security tab to change ownership of some files. My account
has administrative privledges. Could it really be this
complicated to start in safe mode?
Any sugesstions are appreciated.

How is your keyboard connected? If it is USB only, see if you have the
option to also connect it through the standard keyboard port on the back of
your PC.

You say your holding it down...

Dont hold it down, tap it about once a second, that should get you to the advanced options menu.

Tapping F8 did the trick. It was a simple yet frustrating
error...
