Unable to shut down windows

I am unable to shut down my computer ( windows 2000) It
just keeps rebooting . Can anyone help?
 
When the screen turns black, press the power button
for 10 seconds.
 
I had this problem but the computer was on a home network. I had an
unrelated computer problem and the Bios reverted to its default settings and
ater that the computer kept restarting rather than powering off. It turned
out to be a setting in the Bios that defaulted to wake on lan activity, and
due to the other computers being on and "active" on the network, the one
computer kept restarting. I changed the BIOS setting and disabled that
"wake on lan activity" option. That fixed it. May not be your problem, but
there was enough similarity to share.
