unable to show the right-click menu

Hi,

I got a user, the right-click menu is not showing up.

eg.

click Start -> Programs ->Accessories -> Windows Explorer -> Right click ->
nothing happen

and also, and I am unable to hold the left mouse button and drag the
shortcut to desktop,
eg.

click Start -> Programs -> Accessories -> Windows Explorer -> hold left
mouse button and drag to desktop -> nothing happen

I have tried logon using other username and they are fine.
All the username I have tried are in the Administrators group.

Any idea anyone ??
I am using Windows 2003 Server.
