Unable to set static IP's

I have a client with 2 win2000 servers, 1 SBS and 1 terminal server. both
have 2 NICs one for internet access and 1 for LAN. Yhey should both be set
up for Static IP's and have been working for several months until internet
access failed last week.The terminal server is set up for 2 static IPs and
works fine .The SBS2000 server will not hold static IPs. When they are set
and viewed with "ipconfig /all" one has DHCP enabled and the other doesn't
actually it is the last one edited that is the one not set for DHCP. When
viewed with "Network and Dialup Connections" they both revert to Obtain IP
address automatically. Any ideas?????
