unable to set security

I've just installed Office 2003 on one of my laptops that was running
Office XP. I get the warning about unsafe expressions whenever I open
a file. As I see it I have a few options, however, none seem to work
for me. Here's what I'm encountering:

--I can open without blocking expressions, but I'll get this warning
every time.

--I can open and block the expressions, but there are some expressions
that I want. For instance, I noticed that repair/compact was on the
list of things that get blocked if it is set as a default action.

--It tells me that I can download Jet 4.0 Service Pack 8 to solve the
issue, however, when I do that the download process discovers that the
file it is downloading is older than what is on my PC and so aborts the
install.

--I should be able to go to "sandbox" mode, however, on my Tools-Macro
menu, there is no option for Security, so I cannot set to high or
medium. Why not?

What can I do here?

Van replied: "* If it is safe in your environment, just set Macro
Security Level to Low
and you are done!

* Check Accees Help on "sandbox".

I tried this. But there is no listing of "Security" on my Tools-Macro
menu. Why would this be?
