unable to send / receive email

I am running Vista Home Premium and use Windows Live Mail.
I am receiving the following error:
Unable to send or receive messages for the pop.3cbb.com account.
Server: pop3.c3bb.com
wlm error ID: 0x8000ccc0E
protocol: pop3
port: 110
ssl: No
Socket Error: 10061

I have disable the email protection in Norton and still receive the error.
The last time I received this error, I downloaded and installed Liv Mail and
now the error has returned after about a month.
Does anyone have a solution?

Norton Antivirus 2008 (and earlier) is among the top three troublemakers
for email. Symptoms often don't surface until several months have gone by,
or until an update occurs. Disabling its email scanning is seldom sufficient.

Several users here have reported that Symantec will give you a free
upgrade to Norton Antivirus 2009, which cures the problem.

In a worst case scenario, you may have to uninstall Norton, followed by
using their debris removal tool:
