Unable to send email via SMTP

I have try to look for help in internet and I try almost
everything to fix this problem in my Outlook 2003.

I try send email but it did not send out but instead it
generate me an email from my PC with the following
message:

Your message did not reach some or all of the intended
recipients.

Subject: testing
Sent: 1/30/2004 7:02 PM

The following recipient(s) could not be reached:

'(e-mail address removed)' on 1/30/2004 7:03 PM
553 sorry, that domain isn't allowed to be
relayed thru this MTA (#5.7.1)

The server that you just tried to send mail through is basically saying that
you are coming from a host (IP address) that is not allowed to send mail
through it. This message generally occours when you connect to ISP A and
try to send mail through ISP B. (e.g. you are changing ISPs and forget to
update your account settings to the new ISP.)
