Unable to send email using Outlook Express v.6

Recently I've gotten an issue where I cannot send email
messages. I receive email without a problem. Here is the
error message I get:

The message could not be sent because one of the
recipients was rejected by the server. The rejected e-mail
address was '(e-mail address removed)'. Subject 'Re: Listing
Updates', Account: 'mail.peoplepc.com',
Server: 'mail.peoplepc.com', Protocol: SMTP, Server
Response: '550 relaying to <[email protected]> prohibited by
administrator', Port: 25, Secure(SSL): No, Server Error:
550, Error Number: 0x800CCC79

I've tried different email addresses, bt all get the same
result. Microsoft posted a message where LinkSys routers
may be the cause of this issue. However, I tried the
posted fix and it did not resolve. Anyone have an idea?
Thank you!

Try setting your outgoing server to authenticate. If this does not work,
then repost in an Outlook Express group - this one is for Outlook from
Microsoft Office. Outlook Express is a part of Internet Explorer, a
completely different program.

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.

After searching google.groups.com and finding no answer, Paul asked:
