unable to send e mails

keep getting this eror message
Protocol: SMTP, Server Response: '550 REJ-CON-002: Host (89.243.171.49) has
been blacklisted by cbl.abuseat.org', Port: 25, Secure(SSL): No, Server
Error: 550, Error Number: 0x800CCC79
please can anyone advise?
 
That IP address is from the Opal Telecom DSL network. I suppose
that is your ISP. The error message means that the mail server at the
recipient end refuses to accept mail from your ISP because it is on a
blacklist, possibly because of being spam-friendly.
Your only workaround is to send to that recipient through a different
SMTP server, or to send via webmail.

Yes, and these people http://cbl.abuseat.org/ need to desist from their
activities which IMHO are preventing legitimate users from contacting
legitimate businesses due to the activities of spammers. They are, in
effect, preventing both users and providers from use of the systems they
have negotiated. They admit to extremely invasive behavior, admit to
SERIOUS errors, have no regard for privacy or any stated policy thereon,
and consider themselves to be above the law.

Perhaps, but in the final analysis it is up to the ISP to decide which
blacklist service they are going to use. Hopefully they will choose wisely,
based on the reputation and accuracy of that particular blacklist service.
