unable to see "users" in control panel

Something really weird is going on with my computer. When I click on "users"
in the control panel, a blank browser opens up. I am also unable to view
some of the webpages in my favourites folder. When I bring up these
webpages, I cannot see any of the text, just pictures. I think the problem
may be related to not being able to access my user accounts. what's going on
here?
 
Re-register some files, Chris:

1. Open Start, Run, type (without quotes) 'regsvr32 nusrmgr.cpl' and press Enter.
2. Open Start, Run, type (without quotes) 'regsvr32 jscript.dll' and press Enter.
3. Open Start, Run, type (without quotes) 'regsvr32 /i mshtml.dll' and press Enter.
4. Open Start, Run, type (without quotes) 'regsvr32 vbscript.dll' and press Enter.
