Unable to run Windows XP Help and Support Center

My Windows XP Help and Support Center will not run when clicking on the Help icon. Unfortunately the Windows XP disk did not come with my system when I bought it. Is there anything I can down load to restore access to Help?
 
You should have recovery disk(s) that came with your computer. Windows will be on the
disks. If you did not get recovery disks, call your vendor and insist they send them
to you.

kellys-korner.com has a reg fix that I've used to restore the MS update on
my computer

Hi Mary

I have bought several new Dell PCs for the office, all with XP (home
edition). They come with the os already loaded. Straight out of the box,
these do not run the help file (just a brief hourglass) then nothing. I have
tried the fix from Doug Knox, but this reports that the registry entries
are okay. Besides that, I have not run any programs to repair the registry.

I can't believe that Dell have issued a whole batch of PCs with this fault.

Any other ideas, or should I pass this one over to Dell?
