Unable to run dbg_x86_6.8.4.0.msi

When I try to run dbg_x86_6.8.4.0.msi this message appears:
"The system administrator has set policies that prevent this
installation".

I am running XP Home Edition so I would thing there should not be any
administrative restrictions.

Make sure to log on as administrator or as user with administrative
privileges when installing.

If the problems still occurs while you have *administrative* privileges
scan the system for malware ASAP. Note that it's pretty hard to detect
malware in this case since it controls your entire system.
