Problem installing a *.msi file

I am trying to install a *.msi file. The installation begins - but then I
get a message that says "The system administrator has set policies to
prevent this installation." I am working on a laptop which I own. I am the
system administrator and there is no other user. I think I need someone
knowledgable in changing system policies to help me out. Thanks.........

The file I am trying to install is Scansoft Realspeak.msi. When I did what
you said, I received the message: "The Windows Installer Service could not
be accessed. This can occur if you are running Windows in safe mode or if
the Windows Installer is not correctly installed. Contact your support
personell for assistacnce." Any other suggestions?

Kelly, I got down your list to installing the Logger - but don't know how to
access the log. Is it possible to compress and send you the file so you can
see what the problem is? I realize this might be an imposition - but I
really need the contents of this file and nothing I do seems to work.
