Unable to recover design master

I have tried to recoved the design master through the menu and I receive an
error message "The value specified is not a replica ID for any member of the
replica set". Also for some reason I would have to keep recovering the
design master -- no idea why. The replicas on the other machines will still
replicate fine with the file that is SUPPOSED to be the design master. I
have asked everyone to replicate and then not enter any further data until I
get this problem resolved.

This is an error I've never seen, but it's been reported several
times, according to Google Groups. No one seems to have come up with
a solution, but I'd say the instructions given in this posts sound
like the best idea (all on one line, with no wrap):

The advice there is:

1. sync all the replicas to the server copy;
2. designate the server copy as the master;
3. delete all copies but the server copy
4. select "recover design master" from replication under
tools
5. recreate all your replica sets again

That sounds right to me.

I think you've branched your replica set, and that's the cause of
the error. Doing the above will get you back to a single replica as
your source for all the other replicas. If you make it the DM then
you'll want to delete the old replicas. You'll then want to delete
them from the list of replicas by attempting to synch with them
(this will mark them deleted in the replication tables and they'll
then no longer show up in the list of replicas).

On UtterAccess.com, you did post that you restarted your replica set
entirely. That's perhaps an easier way to do it if you're using the
unreplication tools, as then you don't have to worry about synching
with all the deleted replicas.
