Unable to receive

I all of a sudden am unable to receive e-mail. I have 2003 on XP.
I have tried setting up a new account; test settings button works; send
only works from send button on new message. Toolbar does not work and
actions->send/receive all does nothing; F9 does nothing.
"define groups" does nothing.
Is this possible?
