Unable to receive mail from POP server in Outlook 2002

I am running WinXP pro SP2, Office XP SP3, which is Outlook 2002.

After installing the October patches this last tuesday, I am now unable to
receive any mail from my POP server. My ISP is RoadRunner. I can still send
mail, and can view it with RR's webmail interface, or download it with
Outlook Express. However, I have configured OE to leave messages on the POP
server, so I can get them into my Outlook folders when this issue is
resolved.

Testing the settings from the tools>>email accounts>>change account shows
all is OK, no problems. Since both Outlook and OE both use the same LAN
connection, winsock, and OS to access the internet, and OE works fine, this
suggests that the problem is in the app layer, no lower. No other changes
were made to anything in the system except the October patches before this
problem occured.

I have removed the NAT router (connecting directly to the cable modem, and
using the ISP's DHCP server), uninstalled the anti-spam, the AV, and the
software firewall, rebooted, and still Outlook refuses to download from the
POPserver. The Win firewall is also disabled. All the configuration
settings are correct; as I mentioned, the "Test Connection" works perfectly-
but I cannot receive the test message on Outlook! But it is there, it can be
received using OE! I have run the "detect and repair" utility, to no benefit.

I am at a loss here. My next step would be an in-place upgrade from the
original disk, and then a complete removal and reinstall. But this is
drastic, and I hope that some of you can offer me some aid and advice before
I get medieval with this!

I have the same problem Exactly except with Outlook 2003. Everything was
working prior to the patches, OE works fine and I HAVE
un-installed/re-installed to no avail. I'm almost ready to reformat the
entire machine and start over except I'm afraid this problem will crop up
again.

I've tried removing and readding the account, creating a new profile and
even setting up another person's account and they all work exactly the same
way, no POP email. I ran the logging to see if the logs show anything, they
just never "see" anything to download from the server.

Just thought I'd add a little to this post to see if it assists in getting
this matter resolved more quickly.

This indicates that your POP server is saying that it has no messages for
you to download. The problem, therefore, is not Outlook.

Brian,

I just pulled another set of logs from this morning, can you verify for me,
it appears that Outlook sees and downloads 9 messages but they don't show up
in the Inbox or anywhere in Outlook for that matter. Also is there anything
to the line that says
"2005.10.14 09:56:22 qwest.net: DoPOPDownload(flags = 00000030, max msg =
ffffffff): full items"? I;m going crazy trying to troubleshoot this and the
logs DO appear that the server is telling me and downloading the mail as

Why does the retrieving of message seem to stop and then abruptly disconnect
instead of continuing to retreive the other 7 messages as show here in my

Digging more through the logs, every day previous to today has message #1 for
retrieval the EXACT same sized message and probably the same message (corrupt
message?)

All firewalls (Windows and ZoneAlarm) are both disabled and Norton Anti-Virus
is disabled as well to test this.

I went to the POP3 server and deleted all messages from the raw commands
then verified that all were gone in Web2Mail. Then I tried sending a new
message to the account, it showed up in web2mail but NOT Outlook. I've tried
a new profile and even wife's account and none receive mail. I just setup
this account on different machine again and mail comes in.

any ideas?

Seems like ANY message in the box, the first one is coming in with that same
Outlook error for that message, as I delete the #1 message the next one
forced to #1 shows error.

Hmmm... Everything I'm finding is pointing toward a virus scanner as the
issue. I hate to ask this but have you tried temporarily uninstalling it to
see if it changes anything? Yeah, I know it's a lot to ask....

I do not understand why this should be the problem, but it was. I suppose
Windoze is so damn complex that no one really understands it in its entirety.

So I'll chalk this one up to a Gatesean error- that's a software bug for
which there is no logical explaination, and is repaired with a nonsensical
solution, e.g. rebooting or deleting and reinstalling something!

OK- here are the full details of what I did,; this might help others.

First, I uninstalled CA's EZ-Armor security suite (includes AV, ZAP,
anti-spam, and anti-spyware). I left MS anti-spyware running, and Win
Firewall disabled.

Reboot.

I then went to Office Update to add the latest patches for Office XP. IE
hung! So I went into IE, and disabled all add-ins, Acrobat, Sun Java, and
Messenger. Restarted IE, went back to Office Update, patches went in OK. (So
one of these add-ins doesn't like the ActiveX updater- or vice-versa! My bet
is on Sun Java, as MS was caught once before playing games with Win3 on
DR-DOS!)

Reboot.

I then launched OL, and tried a send/receive. I knew there were many
messages on my POP3 server, as I told OE to not delete them from the server
unless I first deleted them locally. No dice- no messages came down. So I
went into Tools> email accounts>> and test Connection- everything looked OK.

Now I take your advice, and delete and readd my primary email acount. I
close and relaunch OL, and BINGO! everything on the POP server comes down!

Now I must rebuild my security, and delete and readd- or at least test- all
my other email accounts.

I should have done one thing at a time for best understanding of this
problem, but I was in quite a hurry to get OL running again.

And I hope that by the time I finish rebuilding the layered security it
still works. I have no reason to think it will not, except that it is a MS
product!

I will post a final follow-up under this thread after I get everything back
100%. If anything causes it to fail, I will mention what happened.

IMHO, since the problem arose with the October patch Tuesday, I strongly
suspect that one of those patches was the cause. This is why I patched
Office. But OL still did not work until I deleted and readded the email
account.

OK, I have reinstalled all layers of security, enabled my add-ins, and all is
working properly. I am now back to where I was before this last Patch
Tuesday.

It is interesting to note that once the default email account was deleted
and readded, all the other accounts began working properly! I have tested
them with emails, and they are OK now, even though they had the same problem
as the default account before I deleted and readded it. So I did not need to
delete and readd all my other accounts.

Go figger (again)!

At any rate, this is now a closed issue for me. I hope that my experience
may help some of the multitude that has this same problem.

You gotta love MS software!

Even though it was disabled, I uninstalled Symantec and sure enough, the mail
ios working properly now! I GREATLY APPRECIATE your help with this, now I'll
have to find out how to get the Symantec reinstalled and working properly.

Seems like ANY message in the box, the first one is coming in with that
same
Outlook error for that message, as I delete the #1 message the next one
forced to #1 shows error.

If you reinstall Symantec, but tell it to NOT install the mail integration
feature, it should work.

Well having spent litertally all day and night looking for a problem and
trying to find a solution I see that I am not the only one having problems.
Are Microsoft aware of this problem and if so when can we read our mail? My
O2002 worked fine, as of today it doesn't, with the exception of one time no
incoming messages at all on Pop accounts. Fault number Ox80042108 unable to
connect to incoming pop server.

Has anyone found the fix?

it appears that Outlook sees and downloads 9 messages but they don't show up
in the Inbox or anywhere in Outlook for that matter. Also is there anything

This indicates that your POP server is saying that it has no messages for
you to download. The problem, therefore, is not Outlook.
