Unable to receive e-mails through Outlook Express

I am getting the following error message, and am unable
to receive e-mails through Outlook Express. Can anyone
help? Thanks!

The connection to the server has failed.
Account: 'your_account', Server:'your_SMTP_server',
protocol:SMTP, Port: 25, Secure(SSL): NO,
Socket error: 10061, Error Number: 0x800ccc0e

Did you change the server names for the benifit of the post? If you didn't
then it looks like your smtp server is not correct. Contact your isp to find
out what the smtp server should be.
If the server is correct contact isp as it may be that the email server is
down.
If none of the above, delete the account out of outlook express, close oe,
re-open and re-enter account.

The following is in the latest version of Outlook Express. It may
differ in your version.

Menu: Tools/Accounts.

Highlight your email account and hit properties.

Hit the advanced sheet.

Uncheck both copies of "This server requires a secure connection
(SSL)."

Hit OK and then close.

The trouble is that Microsoft Network uses SSL for connections but
your ISP doesn't. (I am not aware of anyone else who does.)

Outlook Express has the MSN setting as a default.
