Unable to reach Normal Mode

I am in safe mode now. When turning the computer on normally the screen
reads Attention
Out of Range
H: 90.0 Khz
V: 60.0 Hz

I have tried several things to remedy this problem with no results. Any
comments or suggestions would be greatly appreciated. One suggestion was
going through Control Panel to System to Device Manager and unabling the
monitor. This is odd but there is no monitor label within this auspice.

It looks like your monitor refresh rate might be incorrect.

Try this.

Right click Desktop | Properties | Settings tab |
Advanced button | Monitor tab | Make sure that
Hide modes that this monitor cannot display is CHecked |
Click Apply | Now select a refresh rate from the list | Click Apply |
Click OK

Hide modes that this monitor cannot display
[[Specifies whether the list under Refresh Frequency will include modes that
are not supported by your monitor. Choosing a mode that is inappropriate for
your monitor may cause severe display problems and could damage your
hardware. You must be logged on as a member of the Administrator’s group in
order to view unsupported modes.]]

I can not check the box that reads Hide modes that this monitor can not
display. I don't know how to override this either. I tried it from my user
and administrator log in. I have booted into Safe Mode with Networking.
Should I be in a different application. Safe mode with Command Prompt or VGA
Mode. I think your first suggestion seems right on, I just am frustrated
that I can't check that little box.

What is the refresh rate set at?

You stated that the monitor was not listed in Device Manager.
Try this.
Open Device Manager...
Start | Run | Type: devmgmt.msc | Click OK |
Click View | Select Devices by type

Devices by type
[[Displays devices by the type of device installed, such as Monitor or
Mouse. The connection name is listed below the type. This is the default
view. ]]
