Using Windows 2000, IE6 SP1
All Service packs and security updates loaded.
I use AdAware, Spybot S&D, Zone Alarm, Norton AV.
When trying to reach postcalc.usps.gov,
I get the cannot find server error with IE.
I think this might be related to the IE Security patch
problem I've read about, but I loaded Mozilla Foxfire, and
it is blocked also, with an "operation timed out" message.
Any help is appreciated.

Check for a file named HOSTS with no extension (not Hosts.sam). It may be a
hidden file. Open it with Notepad and remove any line referencing the site.
Or, rename HOSTS to OLDHOSTS

Frank, thank you for the suggestion. When I checked, the HOSTS files (there
were two of them) only contained localhost and its IP, which I think is
correct.
Any other ideas?

Well, you made me try. I cannot get to
http://postcalc.usps.com
but I can get to
http://postcalc.usps.gov

The descrepancy between your subject and the body of your message leaves me
wondering which you are trying to reach.
