Unable to RE-start Outlook 2003

After I exit a session of Outlook 2003, Task Manager
still shows the process running even though the
application already closed. So when I restart Outlook
again, nothing happens and another process is started. I
would then have to kill both processes in order to start
Outlook successfully.

You have some tool (a sync program, an Outlook add-in, an antivirus or
antispam app) that is keeping Outlook open. Locate that tool, stop it, and
Outlook will close properly.
