Unable to Re-Size Folders Pane

I have an intermittent problem where I can't re-size the Folders pane
(or the pther panes ocaasionally). When I hoiver the mouse over the
border, I do not
get the double-sided (re-size) arrow.

Anyone else experience this or know of a solution?

All I can think of is that the area to hover over is very narrow and you
just may be missing it.

Its definitely a program fault. I don't "miss" other narrow re-size
borders.
It is also intermittent so it's not likey I would hit it sometimes and
miss it others.
