Unable to open VCF files.

When I try to open a VCF file (Outlook 2000, fully updated), I receieve this error message:

"Can't open file: C:\Documents & Settings\userID\local settings\temporary internet files\OLK2\... The file may not exist, you may not have permission to open it, or it may be open in another program. Right click the folder that contains the file, and then click Properties to check your permissions for the folder."


This occurs no matter where the VCF file is opened from...within Outlook (as an attachment), or directly from a saved file on the desktop.

The user has complete Admin priviledges on the machine, so it isn't a matter of permissions.

The file type instructions appear to be set correctly. The file extension is set to be opened via "C:\PROGRA~1\MICROS~2\OFFICE11\OUTLOOK.EXE" /v "%1" (path verified).

I'm just not understanding what else I need to do...

Suggestions?
