Unable to open VBE

I'm new to visual basic. When I tried to open the tools|macro|visual basic
editor, nothing happens. What should i do?
 
Click the Disabled Items button in the Help | About Microsoft Office Outlook
menu and see if the VBA Editor is listed, and enable it if it is. You might
also want to try setting your Macro Security to medium.
