Enabling VBA

Yesturday I was creating custom toolbars in outlook (everything was working perfectly) and saw something on Microsoft.com about clicking "reset menu and toolbar usage data". I clicked that button and now Macros, Security and Visual Basic Editor won't even open up when I try to access them. How do I get into VBA again???.

Shut down Outlook, make sure that the Windows Task Manager shows Outlook.exe
has quit, then restart Outlook.

It still is not working. I even ended the process from task manager. Any other suggestions?
