Macro functions disabled?

I installed this macro
(http://www.danevans.co.uk/vba/attachment_checker_103b.txt), but since
then all macro functions appear to have been disabled. The VBA editor
cannot be started, alt+F8 does not work and not even the macro security
settings can be opened. Also, all my custom menus and toolbar buttons
hade disappeared. I have tried to delete all files in the application
data folder (including the .OTM file), repaired, uninstalled and
reinstalled Office, but nothing works. The editor still works in other
Office applications, so there seems to be a problem with Outlook. Does
anyone know what is wrong??!
