Unable to Open screens in a database on a server

The database appears to be acting as if it is being opened exdusively, but I
have checked the things that I know to check and they all seem to be saying
that it is shared. What should I checkk?
 
Do you have full access to the folder in which the database lives? Can you
read, write, modify, and delete? You need to do all of those to create an
LDB file, update it, and delete it.

Yes as far as I know I have full access to the server folder. What should I
be checking, I've checked everything I can think of ??
