unable to open regedit

I am unable to open regedit or use ms powertoy. It gives
me the message: registry editing has been disabled by
administrator. Even though i am under administrator, it
still will not let me use powertoy or open regedit. Any
help would be appriciated.

You can download a script here for the Registry
This should assist you with Regedit but I don't know about the Powertoy
problem.
