unable to open multiple internet explorer windows

I can only open one window even if I click the .exe
directly. Any ideas?

Go to Tools | Internet Options | Advanced.
Uncheck "Reuse windows for launching shortcuts".
 
If Frank's solution doesn't work, try this:

At an open active browser window, using your keyboard, hold down the Ctrl
Key and N at the same time to open a new IE window. Repeat this step to
open as many windows as you need.

This doesn't fix the issue your talking about (I have the same issue
myself), but it is an effective workaround.

I had the same problem... do you have Yahoo compainion running?
I've uninstalle it, and that took care of my problem,,
