Unable to open folders, Windows Explorer and IE!

Hihi! I have a problem! Whenever I tried to open Windows
Explorer or folders on my desktop, the screen will flash
(leaving only the wallpaper on) and the icons and taskbar
will come back after a while, but Windows Explore won't
open! This also happens when I tried opening IE.

What's going on?
 
try restarting computer. when my laptop does that, that
tells me that I have had it on too long and it's running
hot. turn it off for a while, that should work
