Unable to open/download files

Help, i am unable to download programs or open any files from the internet!!
If I try to open a photo it progresses to 25% and then closes, if I try to
save it to my desktop sometimes the icon will appear for a split second and
then disappear- soemtimes nothing happens! Please help, I've spent hours on
the phone- reset internet security settings, turned off Norton, firewall,
disk clean, virus scan, turned off all programs on restart and nothing! Now
they want to do a recovery, anyone have any suggestions that doesn't require
having to download anything? THANX

Hi,

Uninstall Norton's software entirely (don't just disable it), see if this
helps.
