unable to open attachments and other hyperlinks

have windows xp and if I receive an attachment w/ my
hotmail I can not retrieve it nor can I retrieve various
underlined links. Any help would be appreciated.

Make sure your system date and time are correct.

Click Start, and then click Run.
In the Open box, type cmd, and then click OK.

(click OK after each of the following commands succeed)

regsvr32 browseui.dll
regsvr32 jscript.dll
regsvr32 vbscript.dll
exit

Restart computer
Test your attachments and links
