In the process of trying to create a new Workgroup File I
have locked myself out of Access. How do I go about
restoring or recreating the Workgroup Information file?
 
What version of Access?

If you created a new workgroup file using the workgroup administrator, then
it also made your new workgroup file the default one to use.

Just use the WA to rejoin the default mdw that ships with Access. It
usually is located in the windows system folder - called system.mdw.
