Secure Access Database

I have created a secure database with multiple users based on a separate
Workgroup created with the Workgroup Administrator. However, ANYONE in the
office can open the database. It simply creates a new Workgroup on every
different computer. In the past I have actually locked myself out - now I
can't lock anyone out! Please help!

You did not follow all the necessary steps, in the right order, if they
can open it that way.

They should have to use your secure mdw in order to open the mdb. Since
they can open it using a standard system.mdw that ships with Access,
then you missed a step. Likely the Admin user still is owner, or has
permissions on the database and its objects.
