security wizard not securing database

oI am trying to secure a database with an existing workgroup file. The steps
I follow are:

open the database (using system.mdw)
join an existing workgroup (not system.mdw) with the workgroup administrator
system asks me for my login into this existing workgroup
run the security wizard using this existing workgroup
switch back to the default work group (system.mdw)

After this I can still open this 'secured' database with the system.mdw
without any login required.

What am I missing?

You are missing the part where you download, study, and fully
understand the Access Security FAQ from microsoft.com. This is an
advanced topic, and you cannot simply click-click your way through it
and expect it to work. As you found out.
