Unable to open any hyperlinks in outlook 07 mail

Going to IE8 tools and resetting "DOES NOT" help. IE8 is default, as is Out.
07.
This is frustrating, as I like 07 fine.
When I use windows mail, no problems. Help appreciated.

Yea the restrictions in effect--contact admin.

No to Chrome, Yes to Firefox.. IE8 was default

Yep-That's the one. No to Chrome, Yes to Firefox. IE8 is default though

This all had to stem from update/updates I downloaded several weeks ago

what is the value of this key?
HKEY_CURRENT_USER\Software\Classes\.html
(also .htm and .shtml keys)
It should be htmlfile.
