Unable to load the database properties

I have recently developed a database in Access 2002, but
saved as Access 2000 format. When this database is loaded
onto a machine running Access 2000 the user is unable to
access the database's properties - and receives the
following error "Unable to load the Database Properties".
This is an unsecured mdb database.

Any suggestions?

I think this is the same issue I ran into once. IIRC, if you set
database properties for a database in the A2002 format, and then convert
that database to A2000 format, the database properties are lost because
A2K2 stores the properties in a different location than A2K. I don't
remember the details now (and I may be wrong about the exact
circumstances) but I raised this question with MS Support and got the
response, "This behavior is by design." -- meaning, "You're out of
luck." I was not happy.

If I'm right in remembering that it's the conversion from A2002 format
to A2000 format that loses the properties, the only solution I can
recommend is to create a new database in A2000 format and copy all
objects into it. Then reset the database properties in the new
database, and don't convert it to A2002 format for future work, even if
you're using Access 2002 to work on it.

If I'm wrong, and the bug -- I'll call it a bug, even if MS won't --
happens even when you leave the database in A2000 format while working
under Access 2002, then the only suggestion I can make is, don't set
database properties when you're working in Access 2002.
