Unable to launch Outlook without rebooting, is it corrupted?

Each time I attempt to launch Outlook it freezes. Sometimes automatically
attempts to start up in safe mode. This often freezes as well. If I reboot I
can usually get in. I am not noticing any other problems with the computer.

This may be a sign that Outlook's not closing properly when you try to close
it. See this: http://www.slipstick.com/problems/close.asp

It may also be a sign of toolbar/menu corruption. Try deleting the (usually
hidden) file
%AppData%\Microsoft\Outlook\outcmd.dat and see if that makes a difference.
 
Try running ScanPST.EXE on your PST file to see if it's corrupted.

Are you launching Outlook, exiting it then trying to relaunch it?
