Unable to launch command prompt

Hi all,

Error "The application failed to initialize properly (0xc0000142). Click on
OK to terminate the application." pops up when launching the command prompt.
This only happen when user log on to local machine. When user logon to the
domain with his ID, the problem does not appear (both logon ids are within
the administrator group).

Could be a corrupted profile. Log on as administrator and
rename the problem profile folder to force a new one to
be created.
