Unable to install updates

OS Windows 2000. Due to erratic behavior, I had to re-
install Windows. Trying to update: Service Pack 4,
downloads, cannot finish installation. Service Pack 6
cannot because +another program is trying to install+; it
is a loop. How to complete installation of SP4? How to
download and install SP6? Your help is appreciated.
