Unable to install German software

I am trying to install german software onto my computer,
but I can't for some reason. the software i'm trying to
install is T-Online browser and dial-up manager. I keep
on getting the same error "Die Landerversion des
Betriebsystems ist nicht \"Deutch\" bzw. konnte nicht
ermittelt werden! Die Installation wird daher beendet!
i hope someone knows what that means, and i need to do to
get this software installed.

You'll need a German version of Windows XP installed
before you can install the German software. In other words,
it will not install on an English version of Windows XP.

Translation of Error Message:
"The Language Version of the Operating System
is not \"German \" and/or could not be determined!
The installation is therefore terminated!"
