unable to install additional driver although admin rights

I recently installed XP and use the Avast virus scanning
software. After installing SP-2 and this anti-virus
software, I was unable to install additional software.
When dubble clicking the setup.exe nothing happens. User
has admin rights and no restrictions in file space.
The following error sometimes appear:
Event ID=26
Application popup: 16 bit Windows Subsystem : C:\DOCUME~1
\WILLEM~1\LOCALS~1\Temp\. A temporary file needed for
initialization could not be created or could not be
written to. Make sure that the directory path exists, and
disk space is available. Choose 'Close' to terminate the
application.

I do not know if this has anything to do with this
problem, but under the right click run as option there is
this checkmark at: Protect my computer and data from
unauthorized program activity. Neither deactivating the
firewall, virus protection or unchecking this last
described option seems to have any effect.

Sure could use some help to install my additional
programs,

Since you seem to think it is a problem with the Avast software - did you
remove it to verify it is the culprit?
