unable to initate windows sockets interface

We have a computer running windows XP pro. (using dsl with
router.) I'm unable to access internet with explore or
netscape. My other computer on the home network does
access intenet. I tried to ping to the good computer and
got the error noted in the subject. I did a
repair/reintall of windows xp but it didn't help.
Any ideas please.
