unable to get into system

Computer turns on to the screen that says "Microsoft is
turning on" but it doesn't. After a few minutes, the
computer is unplugged, rests for three or four minutes,
then plugged in, turned on and then I'm able to sign in.

Is this a Dell problem or a Microsoft?

If you can't get in until you unplug the system and then plug it in, this
sounds like a hardware issue. You should contact Dell.
