If you want to go ahead with a clean install ensure that your machine can
boot from the CD, you can do this by going into the BIOS settings of your
computer and setting the boot sequence to something like

Floppy
CD-Rom
HDD
Network

Then once you've saved these settings and rebooted your machine with the XP
disc in the drive you'll be able to boot from that disk and install a clean
copy of windows. Make sure you have your serial number handy too your going
to need it during install.

Bear in mind that this will be an unpatched version of windows so it is
common sense to ensure your behind a good hardware firewall when you
reconnect to the internet or that your windows firewall is enabled then
update via windows update before doing anything else and reinstall your AV
software and make sure its definitions are up to date.

You *cannot* format the OS drive under running Windows.

I suspect that you're trying to format the drive containing the
system volume from within WinXP. You can't. This would be the computer
equivalent of sawing off the tree limb you're sitting on, and WinXP is
"too smart" to allow this.

After backing up any data you wish to transfer to the new OS
installation,, simply boot from the WinXP Home installation CD. You'll
be offered the opportunity to delete, create, and format partitions as
part of the installation process. (You may need to re-arrange the order
of boot devices in the PC's BIOS to boot from the CD.)

Then the backed up data can be restored and applications re-installed.

You can't format the Windows drive from within Windows, since that
would leave Windows without a leg to stand on.

Just boot from the Windows XP CD (change the BIOS boot order if
necessary to accomplish this) and follow the prompts for a clean
installation (delete the existing partition by pressing "D" when
prompted, then create a new one).
