Unable to enter design mode in Access 2003

Database Program designed in Access 2000 version. Able to get into design
mode with shift key on loading.

Loaded Database program in Acess 2003. Unable to open in Design Mode using
shift key. Design mode present in Acesss 2003 when database not loaded. When
database loaded..... not able to enter design mode.
