Unable to Download

Whenever I try to download from the internet the 'Desktop' window with icons
appears on the screen. I have tried to 'System Restore' but again am unable
to do so. The difficulty appears to effecting other programs and also my
emails. I have recently installed CCleaner and changed my router
(Voyager210). I have 'Registry Booster' and Registry Mechanic'.I suspect
Registry problems. Any help would be appreciated. With thanks.

What exactly do you mean by "the 'Desktop' window with icons appears on the
screen."? That is where the default download location is for IE . Just use
the browse options to place the downloaded file where you want it to go.
 
The Desktop contains all the program icons and does not have a 'browse'
option. I did look again, but thank you for trying to solve my problem.
